Rule for work

According to the article 44 of the Statute of Liberal Party of Macedonia, the Seventh General Assembly of Liberal union of youth of Macedonia on the session held on 27th of March 2010 has adopted the following

RULES OF ORGANIZATION OF LIBERAL UNION OF
YOUTH OF MACEDONIA
(Final version)

 

I. GENERAL PROVISIONS

Article 1
Liberal union of youth of Macedonia (LUM) is a political youth of the Liberal party of Macedonia (LP).
LUM fully excepts the Program and political platform of LP and independently implements its goals and aims established by the Rules, Program declaration and Working program of LUM.
LUM participates in the work of LP according to the Statute of LP and Rules of organization of LUM.
Article 2
The name of the youth is LIBERAL UNION OF YOUTH OF MACEDONIA
The short name of the youth is:”Liberal union of youth”.
The abbreviation of the youth is:”LUM”.
The seat of LUM is in Skopje on address: Bul.”Vasko Karangeleski” bb

 Article 3
The official symbols of LUM are its sign and flag.
The sign of LUM is a blue stylized dolphin on white base with yellow framework under which the short name of LUM is located.
The flag of LUM is in a rectangle form with proportion 1:2 on white base and in its middle applies the sign of LUM.
LUM has its stamp in round form on which is written with big letters:”Liberal union of youth of Macedonia-Skopje” and in its middle is applied the label of LUM.
LUM has its seal that on top, in two lines with big letters is written: Liberal union of youth of Macedonia”, in the middle, in two lines has a space for the archive number and date, while on under part is written:”Skopje”.

Article 4
The work of the sessions of bodies of LUM concerning the municipal organizations is covered with a minute by a authorized person who takes down notes of proceedings.
The minute signs the person  who takes down notes of proceedings, the person who chaired the session and it adopts on the following session of the body.

Article 5
The mandate of the General assembly, National council, Executive council and Supervisory committee of LUM as well as the assembly, executive and supervisory committee of its municipal organizations extend for two years with right of reelection.
The mandate of the president, vice-presidents, general secretary and president of the Supervisory committee of LUM as well as the president, vice-presidents, secretary and president of the supervisory committee of its municipal organizations extend for two years with right of reelection.
Article 6
The bodies of LUM concerning its municipal organizations  may work and fully make decisions, if the presence fulfills 1/2 from the total number of the members on the session.
The bodies of LUM concerning its municipal organizations make decisions by a majority of the present members, unless if it’s not determined otherwise with the Rules of organization.
The bodies of LUM concerning its municipal organizations make decisions through debate and public vote, unless if it’s not determined with a secret vote according to the Rules of organization.

II. GOALS AND AIMS OF LUM

                                                                        Article 7
LUM has the following goals and aims:

1)Affirmation of the principles of liberalism among the youth in the country;
2)Creation of a youth policy in the country;
3)Foundation of young liberal staff capable to participate in the political process in LUM and LP and to participate on elections in the governing process;
4)Development of Republic of Macedonia as modern, democratic and human state with the rule of law;
5) Development of political culture among the youth in Republic of Macedonia;
6)Stimulation of youth for participation in the political and election process on all levels;
7)Prevention of all forms of discrimination of the individual;
8)Spiritual and intellectual superstructure of the young man;
9)Modern educational system adjusted on the 21st century;
10)Promotion of the civil society;
11)Stimulation of the entrepreneur and competitive spirit among the youth;
12)Involvement of Republic of Macedonia in European economic flows;
13)Existence of functional labor stock exchange, capital and goods;
14)International cooperation based on principles of liberalism;
15) Providing of health, clean environment and healthy food as well;
16)Development of disease and injuries prevention and promotion of life conditions of handicapped persons

Article 8
LUM achieves its aims and goals through individual and collective action of the members in bodies of LUM and LP, representatives of LP in legislative and executive power in Republic of Macedonia and cooperation with youth organizations and structures from the country and abroad.

III. MEMBERSHIP IN LUM

Article 9
The member of LUM can be every citizen of Republic of Macedonia among 16 and 32 years of age who excepts the Program declaration and Rules of organization of LUM.
The member of LUM becomes everybody who signs the Statement of membership in LUM for persons who aren’t 18 years old or membership in LP for the adult citizens and it submits to the municipal organization or directly in the seat of LUM.
The evidence of membership keeps in the seat of LUM and in every municipal organization of LUM separately which is regulated with decision adopted by Executive council.

Article 10
The member of LUM has right to:

1)participate in formulation and achievement of the goals, aims and documents of LUM through initiation, preparation and achievement of activities for its implementation;
2)to elect and to be elected in bodies of LUM;
3)to be regularly informed about LUM’s activities on each level;
4)to have different point of view from the majority in LUM, fighting for its affirmation within bodies of LUM, having in mind that the final stance of the majority is binding;

The member of LUM is obliged to
1)be responsible for its work in front of the bodies of LUM;
2)to pay participation fee according to the documents of LUM.
The member of LUM achieves other rights and duties according to these Rules or Statute of LP.

  Article 11
The membership of LUM might quit on basis of
1)Crossing the age limit determined in article 9 alignment 1 of the Rules;
2)Written statement of the member about his quit;
3) Membership in other political party or its political youth;
4)Disrespect and having activities against the Program declaration or Rules of organization of LUM, if there is a decision adopted by the body of municipal organization of LUM.

  Article 12

The membership quit in LUM according to article 11, alignments 1), 2) and 3) determines the executive committee.

Proposal for membership quit in LUM according to article 11, alignment 4 can submit a member of LUM or body of the municipal organization upon which the executive committee makes decision regarding the proposal by majority of votes of total number of the members.
A complaint might be submitted to the decision from paragraph 2 in 7 days of its adopting upon which the supervisory committee decides regarding the decision on the first following session.
A complaint might be submitted to the decision of supervisory committee in 7 days upon which the Executive council makes decision regarding the complaint on the first following session.
The decision of the Executive council is final.

Article 13
The member of body of LUM or its municipal organization whose membership quits according to the article 11, alignment 1), its the duty remains until the expiry of the its mandate.
In case of quitting the membership in LUM of a person that is member of body of  municipal organization or LUM according to article 11, alignments 2), 3) or 4), its duty quits in the moment of finishing the procedure according to article 12, paragraph 2.

IV.MUNICIPAL ORGANIZATIONS OF LUM

Article 14
The basic form of territorial organization of  LUM is the municipal organization that achieves the goals and aims of LUM on the area of its municipality.
The municipal organization is founding by National council’s decision, on the founding assembly by initiative committee’s request or by National council’s decision.

Article 15
The bodies of municipal organization are: Assembly, Executive committee, president and Supervisory committee.
The documents adopted by the bodies of the municipal organizations must be harmonized according to these Rules and Statute of LP.
Article 16
The Assembly is consisted of all the members of LUM in the municipality with total number of 100 members.
The members of the Assembly of municipal organization that counts more than 100 members, are electing according to the procedure for election of members of the Assembly from the local clubs.
Article 17
The Assembly holds session at least once in a year.
The Assembly holds session according to the term from paragraph 1, by Executive committee’s decision, president of the municipal organization’s decision or by request of the Supervisory committee, the Executive council or Municipal committee of LP.

Article 18
The Assembly:
1)Makes analysis of the basic issues, documents and activities of the municipal organization;
2)Elects president, Executive committee and Supervisory committee from its members;
3)Adopts the Program of organization of the municipal organization;
4)Adopts the Report of annual work of the municipal organization;
5)Adopts the Report of the Supervisory committee;
6)Adopts the Rules of procedures of its work;
7)Achieves other rights and duties given by bodies of the municipal organization according to the program activities and these Rules.
Article 19
The Assembly is scheduling with a written invitation at least 7 days prior to the date of its schedule.
The Assembly schedules the president of the municipal organization, but in case of its absence, the Assembly schedules the vice-president of the municipal organization by president’s authorization or a person authorized by the executive committee.
The session of the Assembly opens the president of the municipal organization or a person authorized by the Executive council, until the election of the Working presidency.

Article 20
The Executive committee is the highest operative and political body of the municipal organization between two assemblies.
The Executive committee, including the president of the municipal organization counts:

1) from 5 to 11 members if the municipal organization counts 100 members or
2) from 11 to 21 members if the municipal organization counts more than 100 members.

Article 21

The Executive committee:
1)Proposes attitudes and conclusions to the Assembly;
2)Determines the proposal on the documents that Assembly adopts;
3)Coordinates the work of the members of LUM in the municipality during the election period and adopts the Report about its work during the election campaign;
4)Implements the decisions and conclusions of the Assembly and bodies of LUM;
5)Elects the vice-presidents and secretary of the Executive committee;
6)Elects the delegates of the General assembly from the municipal organization (delegates)
7)Implements the program activities of LUM in the municipality;
8)Founds the permanent and temporary working bodies;
9)Makes decision about changes in its structure till 20% of the total number of its members;
10) Adopts the Rules of procedures of its work, and
11) Achieves other rights and duties according to the program activities or these Rules which are not in jurisdiction of the other body of the municipal organization.

Article 22
The Executive committee holds session at least once in a month.
The sessions of the Executive committee schedules the president of the municipal organization, but in case of its absence, the sessions of the Executive committee schedules one of the vice-presidents of the municipal organization by president’s authorization.
The sessions of the Executive committee are scheduling with a written invitation at least 5 days prior to the date of its schedule.

Article 23
When the Executive committee within its activities does not follow the Program and these Rules, it can be dismissed by the National council for which the president of the municipal organization of LP in the municipality has to be informed.
After the dismissal of the Executive committee, the general secretary schedules the extraordinary assembly.
Article 24
The duty of member of the Executive committee might end by his request or due to passiveness or not adequate exercise of the given rights and duties can be dismissed before the expiry of its mandate.
Proposal for dismissal of member of the Executive committee might submit the president of the municipal organization, the local club on the area where the member lives, at least 1/3 of the members of the executive committee or the supervisory committee.
Proposal for dismissal of entire executive committee might submit the president of the municipal organization, at least 1/3 of the existing local clubs or the supervisory committee.
The General assembly makes the final decision upon the proposal from the paragraph 3 in 1 month of its submission.

Article 25
The Assembly elects the president of the municipal organization from its members on base of Program of organization of the municipal organization and he is president of the Executive committee.
The President of the municipal organization:
1)Suggests  members of the Executive committee, vice-president(s) and secretary of the municipal organization;
2 Suggests Program of organization of the municipal organization;
3)Represents the municipal organization;
4)Implements the documents of the bodies (of the municipal organization) of LUM and
5)Achieves other rights, duties and responsibilities given by the Assembly, Executive committee and body of LUM according to these Rules and Statute of LP.

Article 26

The duty of the president might end by his request or due to passiveness or not adequate exercise of the given rights and duties can be dismissed by the Assembly, before the expiry of its mandate.

Proposal for dismissal of the president might submit at least 1/3 of the members of the Assembly, the Executive committee, the Supervisory committee or body of LUM.
The Assembly analyses the proposal for dismissal of the president of the municipal organization 
in 1 month of its submission.

Article 27
The Executive committee elects two vice-president(s) of the municipal organization from its members and they are vice-presidents of the Executive committee.
The Vice-president of the municipal organization:
1)In case of absence of the president by his authorization, schedules the sessions of the Executive committee;
2) In case of absence of the president by his authorization or by Executive committee’s decision,
 schedules the Assembly;
3) In case of absence of the president by his authorization, represents the municipal organization of LUM, and
4) Achieves other rights, duties and responsibilities given by the body of LUM according to these Rules and Statute of LP.

Article 28
The duty of the vice-president might end by his request or due to passiveness or not adequate exercise of the given rights and duties can be dismissed by the Executive committee, before the expiry of its mandate.
Proposal for dismissal of the vice-president might submit at least 1/3 of the members of the Executive committee, the president of the municipal organization or the Supervisory committee upon which the Executive committee makes decision upon the proposal on its first following session.
Article 29
The Executive committee elects secretary of the municipal organization from its members and he is a secretary of the Executive committee.
The Secretary:
1)In coordination with the president and vice-presidents, prepares the sessions of the Assembly and the Executive committee;
2)Coordinates the work of the bodies of the municipal organization in accordance with the documents and instructions of the Executive committee and the president of the municipal organization;
3)Implements the documents adopted by the Assembly, the Executive committee and the president of the municipal organization, and
4)Achieves other rights, duties and responsibilities given by the body of the municipal organization, body of LUM according to these Rules and Statute of LP.

Article 30
The duty of the secretary might end by his request or due to passiveness or not adequate exercise of the given rights and duties can be dismissed by the Executive committee, before the expiry of its mandate.

Proposal for dismissal of the secretary might submit at least 1/3 of the members of the Executive committee, the Supervisory committee or the president of the municipal organization upon which the Executive committee makes decision upon the proposal on its first following session.

Article 31
The Assembly elects the Supervisory committee from its members.
The Supervisory committee is consisted of 3 members.
The member of the Supervisory committee can not be a member of the Executive committee.

Article 32
The Supervisory committee:
1)Harmonizes the documents of the municipal organization in accordance with these Rules;
2)Elects president of the Supervisory committee from its members;
3)Participates on the sessions of the Executive committee;
4)Controls the implementation of  documents of the municipal organization and LUM’s as well, and
5)Achieves other rights, duties and responsibilities given by the Assembly according to these Rules.
The Supervisory committee makes decision with majority of votes of the total number of the members.
Article 33
The Supervisory committee holds sessions at least in 3 months.
The sessions of the Supervisory committee schedules the president of the Supervisory committee, but in case of its absence, the sessions of the Supervisory committee schedules one of the its members by president’s authorization.
The sessions of the Supervisory committee are scheduling with a written invitation at least 5 days prior to the date of its schedule.
Founding session of the Supervisory committee schedules the president of the municipal organization.
Article 34
The duty of the (member of) Supervisory committee might end by his request or due to passiveness or not adequate exercise of the given rights and duties can be dismissed by the Assembly, before the expiry of its mandate.
Proposal for dismissal of the (member of) Supervisory committee  might submit at least 1/3 of the members of the Assembly or the Executive committee.

Article 35
The President of the Supervisory committee:
1)Schedules the sessions of the Supervisory committee;
2) Participates on the sessions of the Executive committee;
3)Signs the documents Supervisory committee adopts;
4)Achieves other rights, duties and responsibilities given by the body of the municipal organization and body of LUM according to these Rules.

Article 36

The duty of the president of Supervisory committee might end by his request or due to passiveness or not adequate exercise of the given rights and duties can be dismissed by the, Supervisory committee before the expiry of its mandate.
Proposal for dismissal of the president of Supervisory committee might submit the member of the Supervisory committee or the member of Executive committee.

Article 37
The municipal organization can form local clubs as well.
The local clubs are consisted of all members of LUM on the area of one urban community, neighborhood or election poll according to executive committee’s decision.
The local clubs elect its president and secretary.

Article 38
The Local clubs:
1)Implement the activities of the municipal organization in the area of its action;
2)Propose members of assembly of the municipal organization;
3)Propose activities of the municipal organization’s level;
4)Participate in activities of the local organizations of LP and
5)Achieve other rights, duties and responsibilities given by the executive committee,  president of the municipal organization or local clubs of LP in the area of its action.

Article 39
In City of Skopje, the Executive council may form City coordination of LUM-Skopje (City coordination) which coordinates the activities of the municipal organizations in Skopje’s area.
The City coordination is consisted of the presidents and secretaries of the municipal organizations of LUM in Skopje’s area and it’s lead by one of the vice-presidents of LUM, authorized by the Executive council.

V.BODIES OF LUM

V.1.GENERAL ASSEMBLY

Article 40
The General assembly is the highest political body of LUM.
The General assembly is consisted of delegates of the municipal organizations, presidents of the municipal organizations, the members of National council and Supervisory board.

Article 41
The Executive committee elects 3 delegates on the General assembly.
On every 50 members, executive committee elects one more delegate from the municipal organization.
Article 42
The General assembly holds session at least once in a year.

The General assembly might be scheduled in a term shorter than the term from the paragraph 1 by National council’s decision or the president of LUM as well as by request of the Supervisory board, at least 5 executive committees and National board of LP.

Article 43
The General assembly:
1)Adopts Program declaration of LUM and makes its changes and annexes;
2)Adopts Rules of organization of LUM and makes its changes and annexes;
3)Adopts Report of work of LUM between two sessions of the General assembly;
4)Adopts Report of the Supervisory board of LUM;
5)Elects president of LUM according to program of organization;
6)Adopts Program of organization of LUM;
7)Elects members of the National council;
8) Elects members of the Supervisory board;
9)Verifies decisions of the National council;
10)Makes decision upon proposals and requests submitted to the General assembly;
11)Adopts Rules of procedures of its work, and
12) Achieves other rights, duties and responsibilities according to the program activities of these Rules or Statute of LP.

Article 44
The General assembly schedules with a written invitation at least 7 days prior to the date of its schedule.
The General assembly schedules the president of LUM, but in case of its absence, by his authorization or National council’s authorization, the assembly schedules one of the vice-presidents of LUM.

Article 45
The General assembly opens the president of LUM or a person authorized by the National council, until the election of the Working presidency.

Article 46
The duty of the delegate might end by his request or due to passiveness or not adequate exercise of the given rights and duties can be dismissed by the executive committee before the expiry of its mandate.
Proposal for dismissal of the delegate might submit at least 1/3 of the members of the executive committee, supervisory committee or Supervisory board, at least 1 month prior to the date of schedule of the General assembly.
A complaint might be submitted upon the executive committee’s decision in 3 days.
The National council makes the final decision on its first following session.

V.2.NATIONAL COUNCIL

Article 47
The National council is the highest political body of LUM between two general assemblies.
The General assembly elects the National council from its members by proposal of the president of LUM in coordination with the municipal organizations of LUM.

Article 48
The National council counts from 31 to 41 members, including the president of LUM.
The presidents of the municipal organizations of LUM participate on the sessions of the National council with no right to vote.
Article 49

The National council holds session at least once in 3 months.
The National council holds session according to the paragraph 1 by proposal of the president of LUM or at least 1/3 of its members as well as by request of at least 3 executive committees, Executive council, Supervisory board or Executive committee of LP.
The National council may hold the session in a term longer than a term determined in paragraph 1 of this article during the election campaign.

Article 50
The National council:
1)Participates in realization of the program activities of LUM;
2)Implements the goals and aims of LUM;
3)Creates proposals of the documents that General assembly adopts;
4)Creates solutions for promotion of LUM’s work and forms of territorial organization of its members;
5)Summarizes the procedure for election of candidates for president of LUM;
6)Elects members of the Executive council;
7)Elects vice-presidents of LUM;
8)Elects general secretary of LUM;
9)Founds the permanent and temporary working bodies;
10)Makes decision upon the requests submitted to the National council;
11)Makes decision about changes in its structure till 20% of the total number of its members;
12)Elects delegates on the Congress of LP in accordance to the documents of the bodies and Statute of LP;
13)Makes decision about cooperation of LUM with other political youths and associations of youth from the country and abroad with the similar program goals;
14)Makes decision about implementing of participation fee and its amount;
15)Adopts Rules of procedures of its work, and
16)Achieves other rights, duties and responsibilities according to the program activities of these Rules or Statute of LP.

Article 51
The sessions of the National council are scheduling with a written invitation at least 5 days prior to the date of their schedule.

The sessions of the National council schedule the president of LUM, but in case of its absence, by his authorization, the council schedules one of the vice-presidents of LUM or a person authorized by the Executive council of LUM.

Article 52
The sessions of the National council are lead by the president of LUM, but in case of its absence, by his authorization, the sessions of the National council are lead by one of the vice-presidents of LUM.
Article 53
The duty of the (the member of ) National council might end by his request or due to passiveness or not adequate exercise of the given rights and duties can be dismissed, before the expiry of its mandate.
Proposal for dismissal of the member of National council might submit the president of LUM, the executive committee from the municipality in which he lives, at least 1/3 of the members of
the National council or the Supervisory board of LUM.
Proposal for dismissal of the National council might submit the president of LUM, at least 5 executive committees or the Supervisory board of LUM.
The General assembly makes decision upon the proposal from the paragraph 3 in 1 month of its submission.

V.3.EXECUTIVE COUNCIL

Article 54
The Executive council of LUM is a executive-political body of the National council.
The National council elects the Executive council  from its members.
The Executive council counts from 11 to 21 members, including the president, vice-presidents and general secretary of LUM.
 Article 55
The Executive council holds sessions at least once in 1 month.
The Executive council holds sessions in according to paragraph 1 from this article, or by proposal of the president of LUM or at least 1/3 of its members as well as by request of the executive committee, Supervisory board or the president of LP.

Article 56
The Executive council:
1)Implements the activities of LUM determined in the Program of organization;
2)Creates drafts of documents that General assembly adopts;
3)Creates proposals of documents that National council adopts;
4)Suggests attitudes and conclusions to the National council;
5)Achieves the attitudes and conclusions adopted by the bodies of LUM and LP;
6)Leads the procedure for determining the candidates for president of LUM;
7)Founds commission of international relations, if necessary;
8) Founds working groups of the Executive council;
9)Makes decision upon the requests submitted to the Executive council;
10)Elects representatives in the bodies of LP, according to the decisions of the bodies and Statute of LP;
11)Adopts Rules of procedures of its work, and
12)Achieves other rights and duties according to the program activities of these Rules and Statute of LP, or given by the body of LUM or LP.

Article 57
The sessions of the Executive council are scheduling with a written invitation at least 2 days prior to the date of their schedule.
The sessions of the Executive council schedule the president of LUM, but in case of its absence, by his authorization, the council schedules one of the vice-presidents of LUM.

Article 58
The sessions of the Executive council are lead by the president of LUM, but in case of its absence, by his authorization, the sessions of the National council are lead by one of the vice-presidents of LUM.
Article 59
The duty of the (the member of )Executive council might end by his request or due to passiveness or not adequate exercise of the given rights and duties can be dismissed, before the expiry of its mandate.
Proposal for dismissal of (the member of) Executive council might submit the president of LUM, at least 1/3 of the members of the National council or the Supervisory board of LUM.

V.4.SUPERVISORY BOARD
Article 60
The General assembly elects Supervisory board from the delegates and it is the highest body for control the activities of bodies of LUM.
The Supervisory board counts 3 to 5 members.
The member of Supervisory board can not be a member of the National council.

Article 61
The Supervisory board:
1)Analyzes the harmonization of the documents of bodies of LUM according to these Rules and Statute of LP;
2)Elects president of the Supervisory board from its members;
3)Monitors the implementation of the documents of bodies of LUM and LP;
4)Participates on the sessions of the National council;
5)Monitors the harmonization of the documents of bodies of the municipal organizations with the documents of bodies of LUM and these Rules by request of body of LUM;
6)Achieves other rights, duties and responsibilities given by the General assembly according to these Rules.

Article 62
The Supervisory board holds sessions at least once in 3 months.
The sessions of the Supervisory board schedule the president of the Supervisory board, but in case of its absence, by his authorization, the council schedules one of its members.
The sessions of the Supervisory board are scheduling with a written invitation at least 5 days prior to the date of their schedule.
The founding session of the Supervisory board schedules the president of LUM.

Article 63
The Supervisory board makes decision with majority of votes of the total number of its members.
Article 64
The duty of the (the member of) Supervisory board might be dismissed due to passiveness or not adequate exercise of the given rights and duties by the General assembly, before the expiry of its mandate.
Proposal for dismissal of (the member of) Supervisory board might submit at least 1/3 of the members of the National council, the president of the Supervisory board or the president of LUM.

Article 65
The President of the Supervisory board:
1)Schedules and leads the sessions of the Supervisory board;
2) Participates on the sessions of the Executive council;
3)Signs the documents that the Supervisory board adopts, and
4)Achieves other rights, duties and responsibilities given by the General assembly and National council according to these Rules.
Article 66
The duty of the president of the Supervisory board might end by his request or due to passiveness or not adequate exercise of the given rights and duties can be dismissed by the  Supervisory board, before the expiry of its mandate.
Proposal for dismissal of the president of the Supervisory board might submit the member of the Supervisory board or the National council.
After president’s dismissal, Supervisory board on the same session elects a new president of the Supervisory board.

V.5.PRESIDENT OF  LUM

Article 67
The President of LUM is the highest individual executive-political body of LUM and he is the president of the National and Executive council.

Article 68
The General assembly elects the president of LUM from the delegates with majority of votes of the total number of its members.
Proposal for candidate of president of LUM to the General assembly submit 5 executive committees,1/3 of total number of the members of the National council or 10% of total number of the delegates.
If neither of the proposed candidates don’t get the required majority of votes in the first round of the vote, in the second round enter the two candidates that won most of the votes and the elected candidate is a candidate who won the majority of votes of the present members on the session.

If in the second round of the vote, neither of the candidates did not win the required majority, procedure repeats again and till election of a new president, the duty still remains to the old president of LUM.
The repeating of the procedure for election of a president is exercising in 2 months prior to schedule of the General assembly.

 Article 69
The President of LUM:
1)Signs and implements the documents that General assembly, National council and Executive council of LUM adopt;
2)Achieves the policy and gives instructions about implementation of the activities of LUM;
3)Makes the staff policy in LUM;
4)Represents and advocates LUM according to these Rules, and
5)Achieves other rights, duties and responsibilities given by the General assembly, National council and Executive council according to these Rules and Statute of LP.

Article 70
The duty of the president of LUM might end by his request or due to passiveness or not adequate exercise of the given rights and duties can be dismissed by the General assembly, before the expiry of its mandate.
Proposal for dismissal of the president might submit the National council, by proposal of the Executive council, or at least 1/3 of the total number of its members, the Supervisory board, or at least 10 executive committees.
The General assembly analyzes the proposal for president’s dismissal in 2 months upon its submission and adopts it by more than ½ of votes of total number of the delegates.

V.5.A. VICE-PRESIDENTS OF LUM

Article 71
The National council elects 2 to 4 vice-presidents from its members and they are vice-presidents of National council and Executive council.

Article 72
The Vice-president of LUM:
1)Implements the Program of LUM;
2)Achieves the adopted attitudes and conclusions by the General assembly, National council and Executive council of LUM;
3)Assists the president in exercising his duties and
4)Achieves other rights, duties and responsibilities given by the body of LUM or LP according to these Rules or Statute of LP.

Article 73
The duty of the vice-president might end by his request or due to passiveness or not adequate exercise of the given rights and duties can be dismissed by the National council, before the expiry of its mandate.
Proposal for dismissal of the vice-president might submit the Executive council, the president of LUM, at least 1/3 of the members of the National council, the Supervisory board or at least 5 municipal organizations.

V.6.GENERAL SECRETARY OF LUM

Article 74

The National council elects general secretary from its members and he is a general secretary of the Executive council.
Article 75
The General secretary:
1)Prepares the sessions of the General assembly, National and Executive council in coordination with the president;
2)Coordinates the work of bodies of LUM;
3)Implements the documents that bodies of LUM adopt;
4)Achieves other rights, duties and responsibilities given by the body of LUM or LP according to these Rules or Statute of LP.
Article 76
The duty of the general secretary might end by his request or due to passiveness or not adequate exercise of the given rights and duties can be dismissed by the National council, before the expiry of its mandate.
Proposal for dismissal of the general secretary might submit the Executive council, the president of LUM, at least 1/3 of the members of the National council, the Supervisory board or at least 5 executive committees.

VI. REPRESENTATION AND ADVOCACY

Article 77
The President of LUM represents LUM in front of the subjects interested about achievement of  goals and aims of LUM and in front of the representatives of foreign and international organizations with whom LUM has cooperation.
During representation of LUM, the president has no right to step down from goals and aims of LUM, Program declaration and these Rules.
During representation of LUM, the president has no right to take legal actions in behalf of LUM, without authorization and decision of the National council.
In case of absence of the president of LUM by his authorization or Executive council’s authorization, LUM represents one of the vice-presidents of LUM

Article 78
The President of LUM advocates LUM in order to achieve its goals and aims within his authorizations.

VII. INFORMATION OF PUBLIC ABOUT LUM’S WORK

Article 79
LUM informs the public about its work through:
1)Availability of the reports about LUM’s work to the members and all interested persons;
2)Announcement of the reports in the media;
3)Publishing of bulletins, newspapers and other publications;
4)Publishing of announcements in public, press conferences and public performances of the authorized representatives in media;
5)Other ways of expeditiously and truthfully information of the public about LUM’s work.

VIII. CESSATION OF LUM’S WORK

Article 80
LUM can cease with its work due to cessation of existence of LP or abolishment of certain provisions in the Statute of LP.

IX. CHANGES AND ANNEXES OF RULES OF ORGANIZATION OF LUM

Article 81
The initiative for changes and annexes of these Rules might submit: executive committee, at least 10 delegates, 1/3 of the members of National council, the president of LUM or the Executive council.
The initiative and its explanation is submitting to the National council.
After the initiative’s acceptance, the Executive council analyzes the initiative on its first following session and submits proposal for conclusion to the National council.
In case of initiative’s acceptance, the National council creates proposal of decision for changes and annexes of the Rules and submits it to the General assembly.

Article 82
About unaccepted initiatives, the National council informs their submitters which might address to the General assembly and seek discussion about adoption of decision for changes and annexes of the Rules.
Article 83
The Rules and its changes and annexes are adopting with 2/3 majority of the total number of delegates.

X.FINAL PROVISIONS

Article 84
Interpretation of provisions of these Rules gives the National council on its sessions.

Article 85
Adopting these Rules, makes the cessation of the Rules of organization of LUM, adopted on the Fifth General assembly of LUM held on 13th May 2000.

Article 86
These Rules are applying with its adoption, entering into force through its verification according to the article 44 from Statute of LP.
